- To create a favorable environment for international economic, trade and tourism development by directly connecting more than 20 countries and regions such as Russia, USA, Japan, and Korea
- To promote logistics industries in Northeast Asia based on geographical and transportation advantages and high interest in logistics in Northeast Asia
- To approve of the designation of Heilongjiang Province as a coordinator of the subcommittee at the Eleventh Working Committee in 2017

- Constructing logistics channels and developing promotion
