• At the 5th General Assembly held in Heilongjiang Province, it was decided that the Standing Secretariat would be built in Gyeongsangbuk-do Province.

May 2, 2005

• The Secretariat of the Association of North East Asia Regional Governments was established at the address “3F, Pohang Technopark, Pohang City, Gyeongsangbuk-do Province” with a “one bureau and two divisions” system.

• First Secretary-General Lee Hae-doo was inaugurated

• Second Secretary-General Kim Jae-hyo was inaugurated
