- To promote International e-commerce in Northeast Asia and promote exchange and cooperation among NEAR member regional governments for the development of the field through the sharing of industry experience and expertise
- To approve of the designation of Henan Province as a coordinator of the subcommittee at the Eleventh Working Committee in 2017

- Strengthening construction of international e-commerce cooperation mechanisms of NEAR member regional governments
- Strengthening interaction between international e-commerce industries in NEAR member regional governments
- Promoting cooperation of e-commerce-related logistics
- Promoting research on international e-commerce industries and promotion of human resource development
