NEAR staff headed by team manager Park Sung-min of International Relations Division visited the World Winter Cities Association for Mayors (WWCAM) located in Sapporo, Japan on February 26. The purpose of the visit was to benchmark other international organizations’ management and membership fee system. The World Winter Cities Association for Mayors started when the city of Sapporo initiated the Northern Intercity Conference in 1981 and the first Northern Intercity Conference was convened with attendance of nine cities from six countries in 1982 and is registered in NGO status with the UN Economic and Social Council (ECOSOC) and the Department of Public Information since 1997. The mayor of Sapporo has served as president of the organization and the Secretary General is the Senior Director General of the General Affairs Bureau of the city of Sapporo. It is an international organization joined by 20 cities of nine countries such as Asia, the Americas, and Europe and its secretariat has been located at the city hall of Sapporo. NEAR Secretariat delegates exchanged ideas on information sharing and management among both international organizations with staff in charge of Secretariat affairs for the World Winter Cities Association at the city hall of Sapporo. Before the visit, NEAR delegates participated in the International Academic Seminar, co-hosted by the Korean Association for Local Government Studies and Hokkaido University and held at Hokkaido University of Sapporo. The delegates requested continuous interest for enhancing cooperation and exchange among regional governments in Northeast Asia by introducing NEAR to participants with playing video and briefing.
