12th NEAR General Assembly Held Successfully2018-11-02

The 12th NEAR General Assembly was held in Sunshine Hotel, Zhangjiajie City, Hunan Province, China, from Monday, October 29 to Tuesday 30. About 150 participants attended the event, including Governor Xu Dazhe of Hunan Province, China, 7 Governors of Mongolia, the prime minister of Sakha Republic, vice governors of Jeollanam-do Province and Gyeongsangbuk-do Province, representatives from 29 member regions from five countries, high-level officials of Zhangjiaje City, and NEAR staff members.


 


The Opening Ceremony took place on the morning of October 29. It was followed by a welcome speech by Municipal Party Committee Secretary Guo Zhenggui of Zhangjiajie, congratulatory speeches by representatives, including Vice-Governor Jun Woo-Hyun of Gyeongsangbuk-do Province, a welcome speech by NEAR Secretary-General Hong Jong-kyoung, and lastly, an opening speech by NEAR Chairperson Xu Dazhe. After the speeches, the participants took a group photo and Chairperson Xu Dazhe held a reception with high-level representatives before the opening ceremony and separate discussions with the representative of the next chair candidate.


 

During the first session of the General Assembly, presentations on major NEAR events, member promotion and presentations, the selection of the next chair member region, and handover ceremony of the Chair flag took place.


 

An official luncheon hosted by the Governor of Hunan Province was held, and the second session of the General Assembly began with a signing ceremony to signify friendship between Jeollanam-do Province of Korea and Sakha Republic of Russia. Afterwards, discussions were held and decisions were made on the agendas of the General Assembly before a document of agreement was announced. The General Assembly closed with a statement of closing by the Chair.


After the decision made at  the third session of the General Assembly, Akita Prefecture of Japan became a new member of NEAR, and three new subcommittees on “Innovation Plus”, “Youth Policy”, and “Traditional Medicines” were installed. Furthermore, two member regional governments of Henan Province and Ningxia Hui Autonomous Region, China became joint coordinators of the Subcommittee on Tourism. Other addenda items were also decided: the delaying of the first collection of NEAR membership fee was confirmed, and   the holding of temporary working committees when necessary and the tabling of an agenda item concerning the replacement of coordinators of subcommittees which have not run meetings more than two years were approved. A decision was also made to issue certificates of membership to NEAR member regional governments.



After the closing of the General Ceremony, representatives of the participating member regional governments watched an outdoor performance which was given at Tianmenshan Mountain, a holy place for Tujia tribe in Zhangjiajie. The following day, the participants went on a tour of Tianjiashan and Tianmenshan which had been organized by Hunan Province.
