NEAR Secretary General Lim Byung-jin Delivered Congratulatory Remarks at the 「1st NEAR Digital Economy Subcommittee & Liaoning-Northeast Asia International Data Cooperation Forum」held in Shenyang, Liaoning Province, China on June 9th.
The Digital Economy Subcommittee marked the first event jointly organized by the People's Government of Liaoning Province and NEAR. It was co-hosted by the NEAR Secretariat, the Foreign Affairs Office of the People's Government of Liaoning Province, and the Liaoning Provincial Data Administration. The event was attended by approximately 200 participants, including representatives from 24 member governments in China, Korea, Mongolia, and Russia, as well as representatives from four relevant organizations and two companies.
The opening ceremony was moderated by Zhou Guochun, Deputy Chief Secretary of the People's Government of Liaoning Province. Congratulatory remarks were delivered by Gu Jun, Vice Governor of Liaoning Province; Lim Byung-jin, NEAR Secretary-General; Shin Sang-yeol, Korean Minister Counselor of Science and Technology in China; and Andrei, Minister of Digital Development and Communications of Primorsky Territory, Russia.
In his congratulatory remarks, Vice Governor Gu Jun of Liaoning introduced Liaoning Province's efforts to advance digital transformation and promote market-oriented reforms of data resources, in line with China's Digital China Initiative and the national strategy for the comprehensive revitalization of Northeast China. He noted that the province is accelerating the development of its digital economy through the enhancement of data infrastructure, the development and utilization of data resources, and the cultivation of digital industries. He also expressed Liaoning's commitment to expanding exchanges and cooperation with NEAR member governments to promote the joint development of the digital economy across Northeast Asia.
In his congratulatory remarks, Secretary General Lim Byung-jin noted that NEAR, celebrating its 30th anniversary this year, has grown into the largest multilateral platform for interregional cooperation among regional governments in Northeast Asia, with 91 regional governments from nine countries as members. He highly commended Liaoning Province for continuing to lead digital cooperation by establishing the Digital Economy Subcommittee, even after successfully completing its term as the 15th Chair Government of NEAR.
Secretary General Lim also emphasized the significance of the inaugural Digital Economy Subcommittee, stating that "amid the rapidly changing global technological landscape, this Subcommittee will serve as an important platform for sharing future industrial visions based on AI and big data." He further expressed his hope that "by connecting the digital infrastructure and advanced technological capabilities of each region, the NEAR Digital Economy Subcommittee will not only contribute to the development of Liaoning Province but also promote the growth of the digital industry and mutually beneficial cooperation throughout Northeast Asia."

In their congratulatory remarks, Governor Tumurchudur of Tuv Province, Mongolia; Shin Sang-yeol, Minister Counselor of Science and ICT at the Korean embassy in China; and Andrei, Minister of Digital Development and Communications of Primorsky Territory, Russia, expressed their hope that Liaoning Province would further strengthen cooperation with NEAR member governments based on its achievements and experience in developing the digital economy to promote shared growth across the region.

Subsequently, Liu Yang, Deputy Chief of the Liaoning Provincial Data Bureau, delivered a presentation entitled 「Current Status and Future Vision of Liaoning Province's Digital Economy」. Xu Hongli, Chief Technology Officer (CTO) of Neusoft Group, gave a presentation and introduced the company's development status and its achievements in digital technology innovation as one of Liaoning's leading digital enterprises.

The Subcommittee session that followed was held under the theme of 「Innovation Driven by the Integration of AI Models and Data; A New Future Powered by Artificial Intelligence」. Representatives from member governments and relevant organizations delivered presentations, sharing their perspectives on AI, digital transformation, data utilization, and international cooperation.

After the plenary session, participants visited the Shenyang Digital Economy Industrial Park and toured three representative enterprises to see their developments: Shenyang Meixing Technology Co., Ltd., Neusoft Medical Systems Co., Ltd., and the Shenyang Institute of Innovative Design Co., Ltd. During the visits, participants learned about each company's history, core technologies, flagship products, and future development plans, gaining firsthand insight into innovative achievements in digital economy.
Korean companies also participated actively in this year's subcommittee. During the event, Liaoning Province organized a business matchmaking session involving Korean e-commerce companies G&G Commerce (Domeggook) and NIZ Co., Ltd., together with 27 companies from 14 cities across Liaoning Province. The participating companies explored opportunities for cooperation in a wide range of areas, including e-commerce, product distribution, and overseas market expansion, laying the groundwork for expanding practical economic and trade cooperation between Korean and Chinese businesses in the future.
