On February 14 2018, Park Sung-min, Director of Department of International Cooperation visited the Northern Economic City Council Executive Office located in Busan Economic Promotion Agency to discuss cooperation between the two organizations. The Northern Economic City Council was formed by Busan Metropolitan City and Vladivostok City in Russia for the cooperation in logistics in the region. In October 2017 the first Korea-China-Russia Northern Economic City Council was held. The first council was held in conjunction with the 2017 Eurasian Cities Forum which was attended by officers and business people from Primorsky Region and Vladivostok City in Russia, Heilongjiang Province, and Jilin Province in China and Busan Metropolitan City, South Korea with the purpose of expanding logistics exchange and activation of sea routes in Northeast Asia, NEAR also participated in the '2017 Eurasian Cities Forum.’
