NEAR Secretary-General Lim Byung-jin participated and delivered a presentation virtually at the 「15th APEC Conference on Cooperation in Higher Education」 session of the 「11th Eastern Economic Forum」 held in Vladivostok, Russia on September 2nd(Wed).
Secretary-General Lim introduced NEAR as an organization for multi-lateral cooperation in pursuit of exchange between regional governments and co-prosperity with 95 regional governments from 10 countries.
He briefed on NEAR's platforms for practical cooperation including Subcommittee on Educational and Cultural Exchange of Shimane Prefecture, Subcommittee on Vocational Education of Gansu Province, Japan, and Member Government Officials Training Program that the NEAR Secretariat operates.
Furthermore, he proposed that Russian NEAR member governments establish a new subcommittee on higher education cooperation to promote more systematic cooperation in higher cooperation in the light of technological innovation rapidly changing the boundary between education and industry.
「APEC Conference on Cooperation in Higher Education」 is an important seesion of eastern economic forum and hosted by the Far Eastern Federal University. With the theme of "Synergy of Innovation in APEC Higher Education”, the conference redefined the role of universities amid rapid technological development and digital transformation and discussed measures to build innovative ecosystem for sustainable higher education through cooperation among government, university, research institute, and corporation in the Asia-Pacific region.
Key participants including Konstantin Mogilevsky, Deputy Minister of Science and Higher Education of Russia; Dmitry Birichevsky, Director of the Department of Economic Cooperation at the Russian Ministry of Foreign Affairs; and Eduardo Pedrosa, Secretary-General of the APEC Secretariat delivered congratulatory video messages.
In addition, international experts in the scientific community, higher education officials, and business representatives attended the event in person, including Su Sen, President of Chongqing University of Posts and Telecommunications; Kirill Babaev, Director of the Institute of China and Modern Asia of the Russian Academy of Sciences; and Muhammad Nadzib Aska, Head of the Research Organization for Social Sciences and Humanities at Indonesia’s National Research and Innovation Agency (BRIN).
Meanwhile, the Eastern Economic Forum (EEF) has been held in Vladivostok since 2015 pursuant to a Russian Presidential decree. It has since grown into a major international platform for promoting economic development in Russia’s Far East and expanding international cooperation in the Asia-Pacific region.
This year’s forum is being held from September 1 to 4, with delegations from around 80 countries in attendance. Participants include Indonesian President Prabowo Subianto, Mongolian Prime Minister Nyam-Osoryn Uchral, Myanmar First Vice President Nyo Saw, Vice Premier Ding Xuexiang of State Council of China, and Lee Seok-bae, Ambassador of Korea to Russia.
