NEAR Secretariat Appoints Liang Fangliang as New Resident Officer from China

The NEAR Secretariat has appointed Mr. Liang Fangliang (梁方亮), recommended by Henan Province, as its new Resident Officer from China. The letter of appointment, signed by Secretary-General LIM Byung-jin, was delivered on May 7.


Mr. Liang is affiliated with the Foreign Affairs Office of Kaifeng City, Henan Province, where he has handled international cooperation tasks through the city’s People’s Association for Friendship with Foreign Countries. He has also previously served as an exchange official in Yeongcheon City, Gyeongsangbuk-do Province, Republic of Korea, and is known for his high proficiency in Korean and deep understanding of Korean society.



As part of the Department of International Cooperation at the NEAR Secretariat, Mr. Liang will be responsible for communication with Chinese member governments and supporting the organization of related events. With his extensive experience in organizing international events and fluent Korean language skills, he is expected to perform successfully as a NEAR Resident Officer.



Meanwhile, Ms. Gao Jingying (高婧), who served as NEAR’s Chinese Resident Officer from November 2024 to May 5, 2025, concluded her six-month term and returned to China.



During her service, Ms. Gao made significant contributions to the Secretariat through her sincere work ethic, excellent teamwork, and harmonious relationships with colleagues. Secretary-General LIM expressed his gratitude for her dedication to the Secretariat’s development and presented her with a letter of appreciation in recognition of her service.
