< Agreements >
The 3rd Economic Trade Subcommittee was held in Gyungju City on September 24, 2003. At least 23 local authorities of the five countries like China, Japan, South Korea, Mongolia, and Russia participated in this conference.
Participants agreed to strengthen network cooperation of economic trade between member organizations and furthermore, to expand the actual economic exchange, and pushed on a joint business as well as settlement of faced issues.

Participated organizations that presented their opinions to strengthen economic trade exchanged with North East Asia Region. The Agreements in general assembly followed by the discussion of the representatives of each organization are as follows.


1. On the organization of the Public/Private Investment Promoting Committee
Gyeongsangbuk-do Province suggested a proposal in establishing North East Asian Economic Community to promote stable growth and continuous development of the regional economy. We agreed with the need of cooperation for the common economic benefit in the North East Asia Region. We organized the North East Asia Association Public/Private Investment Promoting Committee to promote an active investment among local member authorities, and agree to push on to specifically set up and how to manage it after going through an additional business conference.

2. Upon the establishment of the North East Asia Economic Trade Information System
Gyeongsangbuk-do Province suggested a proposal of establishing the North East Asia Economic Trade Information System, which will analyze and provide information about insufficient resources and investment conditions to actively exchange human and material resources within the North East Asia Region.

The participants agreed to push with construction of the “Electronic Trade Joint Homepage,” which will be led by Gyeongsangbuk-do Province and was already discussed in the North East Asian Local Authority Association Economic Trade Subcommittee. In addition, each member of the local authorities agreed to support information and techniques.

3. On the collaboration request of each member organization

3-1 At foreign investment request and joint work
Each member of the local authority agreed to support a free trade zone, which Selenge Aimak is planning to create, and the investments in agriculture, energy, bio industry, and social overhead industry, which Henam Province, Liaoning Province, Ningxia Hui Autonomous Region, Hyogo Prefecture Chungcheongbuk-do Province, Khabarovsk Territory, Sakhalin Region, Irkutsk Region, and the Republic of Sakha (Yakutia) introduced.
3-2 About the Local Authority Member event
The Local Authority Member will actively participate in Tottori Prefecture’s Exports/Imports Exhibition in Yonago City in November, and International Children’s Athletic Meeting in Republic of Siha in June 2004.

3-3 On the use of periodic container route and harbor
The Local Authority Member will actively promote the use of Busan-Hamada International Periodic Container Route, which Shimane Prefecture constructed in 2001. The local authority member will also support the construction of Gwangyang (Jeollanam-do Province) - Hamada Periodic Harbor, and the use of Tottori Prefecture and Sakaiee Harbor as a route to trade and exchange goods.



Above is decided to be promote because of the 4th North East Asian Local Authority Association and will be drawn up in Chinese, Japanese, Korean, and Russian.
