※Date: May 23, 2002 ※Venue: Concord Hotel, Gyeongju - Measures to activate the exchange of economy and commerce of the North East Asia Association - Discussion on the constitution of an electronic trade joint home page - The proposal for the opening of the North East Asia Corporation Exhibit at the venue of the next General Assembly - Hamgyeongbuk-don Province in North Korea and Selenge Aimak in Mongolia joined the General Assembly - Collaboration including mutual promotion on the request of foreign investment and the joint development Original Text < Agreement and Collaborative Issues > Representatives of the 18 local authorities from the five countries of China, Japan, Korea, Mongolia, and Russia, who are members of the economy and commerce subcommittee of the North East Asia Local Authority Association, gathered in Gyeongju, Gyeongsangbuk-do Province on May 23, 2002, and conducted the 2nd Economy and Commerce Subcommittee. In celebrating the 6th founding anniversary of the North East Asia Local Authority Association at this conference, representatives of the participating local authorities agreed to actively pursue the execution of joint projects and resolution of projects along with the extension of practical exchange of economic activities of the North East Asia Local Authority Association, while further strengthening the exchange and collaborative networks in the area of economy and commerce. All member organizations participated in the conference presented beneficial and constructive opinions for the activate exchanges of economy and commerce in the North East Asia Region, and as a result of serious discussion among representatives of participating local authorities, it was agreed that the proposed agenda will be fixed as a joint project of the North East Asia Association or issues to be mutually collaborated among member organizations through resolution. Thus, we summarize the issues proposed and agreed at this conference ◎ Agreement 1. On the proposal of the constitution of of the North East Asia Region Local Authority by Hyogo Prefecture, Jeollabuk-do Province, Gyeongsangbuk-do Province, and Khabarovsk, which offers information on commerce to businessmen and foreign buyers of local member authorities for the activation of practical exchange of economy in the North East Asia Region. With this agenda, it was decided to constitute of the North East Asia Region Local Authority in promoting multilateral trades within the North East Asia Region to meet such needs and that the representatives agree on the importance of electronic commerce is becoming more important every day in international commerce along with the growth of knowledge information society. The detailed plans for the concrete pursuit of this project will be determined upon the agreement with all the local member authorities of the North East Asia Association while preparing drafts for them in Gyeongsangbuk-do Province. 2. On the proposal of opening the in the group at the venue of the General Assembly Gyeongsangbuk-do proposed an opening of tentatively called that local member authorities participate in along with the opening of the General Assembly in a local authority group at the venue for the development of the North East Asia Business Promotion Conference. With this agenda, it was determined to propose that the exhibition would be an official business of the North East Asia Local Authority Association from the opening of the General Assembly in 2004 after passing resolution by being proposed to the 4th General Assembly in September this year under the name of the Economy and Commerce Subcommittee. 3. On the expression of Hamgyeongbuk-do Province’s (North Korea), and Selenge Aimak (Mongolia)’s intention of participating in the General Assembly As for the intention of Hamgyeongbuk-do Province in North Korea, and of Selenge Aimak in Mongolia to join the North East Asia Local Authority, all participants of the conference, warmly welcomed their intention. It was determined that each local authority will actively collaborate so that the two organizations can participate in the 4th Khabarovsk General Assembly held in the coming September. 1. On the request of foreign investment and joint development The Youghwa Hui race autonomous area, Heilongjiang Province, Yonyung Province, Tubaaimak, and Sakhalin, and Buryatia Republic introduced their local industries and investment conditions, and requested active investment from the economic world of each member organization in the energy, Science and technology, agricultural area, tourism, and social indirect fund. With this agenda, it was determined to create a foundation to mutually attract active investment among local member authorities within the North East Asia Region through the opening of the introductory conference for the attraction of investment of each local authority, and introduction of investment-related promotional materials. 2. On the opening of the General Exchange Subcommittee and Environment Subcommittee of the North East Asia Association Toyama Prefecture requested a collaboration of participation in the General Exchange Subcommittee and Environment Subcommittee of the North East Asia Association that was held over two days from July 11 ~ 12. 3. On the opening of the Disaster Prevention Committee Hyogo Prefecture requested active collaboration of participation in the Disaster Prevention Committee held on July 23. 4. Introduction of policies on the Economy and Commerce and the request for having an interest in the Shimane Prefecture, Tottori Prefecture, and Gyeonggi-do Province and the collaboration of member organizations while introducing activate policies of local economy and the promotion of commerce. 5. In the collaboration with the attraction of the Standing Secretariat Gyeongsangbuk-do Province requested active support and collaboration of member organizations in realizing the establishment of the standing secretariat in Gyeongsangbuk-do Province at the 4th Khabarovsk General Assembly in September. 6. On the opening of the World Agriculture Festival and 2003 Gyeongju World Culture Expo, the Gyeongsangbuk-do Province requested an active participation of all member organizations in the World Agriculture Festival and 2003 Gyeongju World Culture Expo held in October. 7. On the 4th General Assembly Meeting in Khabarovsk Khabarovsk requested collaboration with participating the 4th General Assembly meeting of the North East Asia Local Authority Association held over two days from September 10~11, 2002 in Khabarovsk. Above was decided to be promoted because of the 3rd North East Asian Local Authority Association and will be drawn up in Chinese, Japanese, Korean, and Russian.
